tail lights, cluster lights etc won't come on! please help!!!

Default tail lights, cluster lights etc won't come on! please help!!!

my car is a 93 civic dx,

alright well i had a friend tell me that i could wire my side markers to be on with my parking lights, and also blink with the turn signal.
so i wired accordingly to what he had told me. power to red wire, ground to black wire, and splice the red wire with the green wire.
turned on my lights and head a few fuses blow.

at that point i couldn't signal, parking lights didn't work, license plate lights didn't work, all the guages didn't work, had no lights for the guages. only my low beam and high beam headlights, and brake lights work.

after i heard the fuses blow i thought well that shouldn't have happened and wired back to how i had it before. power to power and ground to ground.
front corner bulbs are good, and rear bulbs are good. but i haven't had the time to check to side markers yet.

replaced numbers 15 and 19 fuses under the dash, and found out i think number 19 was used with a 20amp fuse instead of a 10amp like it should o been using.

my guages are now working and i can signal, but i still have no lighting for the cluster, license plate lights or the parking lights.

wiring is not my forte. so should i buy one of those clear screwdriver looking things with a light that detects power?

none of the bulbs are blown and when i turn the lights on no fuses blow.
the two fuses that blew are numbers 15 which controls clock, guage assembly, hazard switch, back up lights, interlock system, and integrated coontrol unit.

and number 19 that was also blown controls dash lights, dimming signal, parking lights, tail lights, license plate lights, console lights, and option connector d.

i've never had a short before, and im guessing i'll have to redo the wiring somewhere.

what am i looking for when i end up going through the wiring from the tail lights forward? i don't really know the definition of a short and i don't know where to start.
