Default Rebuild transmission to have different gear ratios?

I read that a lot of people who have a civic VX found that while tit's nice to have a tall 5th gear ratio which reduces the RPMS while driving on the highway, city driving is a different story. When they drive in the city, they're forced to shift at 2000 rpm, i.e late because the gears are too tall in the lower end as well. So I was wondering, would it be possible to combine the lower gearing ratios of the EX transmission and the tall higher gear ratios of the VX?
