No he wants to convert the bulbs that back light the guages, not the ones that light up indicator lights such as high beam, CEL, oil light, etc.
I'm not sure how many bulbs there are, but you do know that you can dip your current bulbs in Tamiya orange translucent model paint and achieve amber color, right?
You could also try looking at the exploded diagram for any 92-95 Civic's instrument cluster on http://www.hondaautomotiveparts.com online catalog.

This top one is a JDM Ferio cluster, I count 18 bulbs (1 slightly hidden, and a few removed) and certainly more underneath the tach assembly. The bottom on is a CX/DX cluster w/o tach which has 18 bulbs.
i believe theres 7 to light up the speedo tach fuel and temp. i just did it. looks way cleaner with the amber bulbs from autozone then painting existing bulbs. if done wrong they fade quick and then there ruined. thats what happened to me anyways. mines a dx cluster. i'll try to find a pic
