Fabric dye would be for... fabric.

Use plastic paint, krylon makes some good stuff specifically for plastic.

TAKE IT OUT OF THE CAR. If you leave it in the car it will never dry. My roommate painted the inside of his precidia, it took almost 6 months until it stopped being tacky.

...Do your self a favor, go get a part your thinking about changing and do it to that part only...install it for a month and once you figure out its the worst thing you could possibly do replace it with the original piece.
