Default Replacing / Rebuilding Tilt Steering Column

I currently have well too much play in my steering, over 5 degrees left to right before positive movement is engaged. The steering rack was rebuilt last summer - Quaife Quick Ratio, and the u-joint connection to the steering rack doesn't have any play that I can feel. To "rebuild" the steering column proper, all I will need to replace #10 correct?

the only way you can get play in part #10 is if the u-joint in it is loose - otherwise, it has to be in the rack itself or in the tie rod ends

But what about the joint self contained within the shaft, is that impervious to failure?
