Default O2 sensor catlytic converter

need some assistance again my pals.

two weeks ago i was able to change my oxygen sensor for my honda accord'LX '90 (thanks to the wonderful people in here) and the gas mileage was so Great again but not until this week that i observed it went back to just 16 miles a gallon versus 23-25 m/gal right after i changed the sensor... but the engine light haven't come on yet. Is it the CATLYTIC CONVERTER?

Because when i changed the O2 sensor it was so dark = rich fuel ? Isn't it? How will i be able to tel if the culprit was the converter? What are the ways to diagnose a catlytic converter? How do you changed it? any idea how much it would cost and what tools should i have?

THANKS AND MORE POWER TO ALL

Changing it is easy. All you need is either a 14 or 16mm socket and wrench. There are 3 bolts on either side of the converter on the flange. Get a BIG breaker bar, and pull. If that doesnt work, cut the bolts.

Under you car, directly below your center consol. Its basically a 1 foot long pipe with some heat shielding on it.
