That is a BS claim for sure...But if you have 9005 9006 headlights then you can run 9012 9011 bulbs and they do get you better light output.
the ones i love the best are the ones that say they are 55watt, but the output of 85 or 100watt....

Bulbs can vary slightly and I mean very slightly by the gas fill in the bulb, but there is no way taht a 55 wat bulb is doing 85 watts...Thats PIAA for you.
I will say this thought, the 9012 bulbs which are 55 watts are way brighter than my 9006 which are also 55 watts...But they are HIR bulbs, not HID.

Usually to obtain the "HID Quality" look, the bulb manufactures coat the bulb in a blue coating which give the output a 5000k-8000k look but greatly reduces the light output.
The only way to go is with a true HID kit. They are getting pretty cheap that for an extra $50 on top of the PIAA bulbs you can get a full kit!
