1200 is not horrible though given the low mileage IN MY opinion. I sold my 89 sr for 500 and it was in pretty good shape. Only smashed windshield and leak in gas tank on upper half. Still ran perfect. Blackbook value was 600 though
. And we are talking 6 years ago LOL. So the 4ws should be worth a touch more given it has the sr motor, with 4 wheel steering. I wouldn't pay more than 800 myself knowing what its resale value is. In your case though, if you plan on keeping it for a long time (and it will last, mine had 280000 miles on the motor, imagine yours lasting another 150000 miles for only around 1000. If you take care of it though I've seen them go 300000-400000 no problem origional motor. They both went through a tranny a piece, but other than that, almost nothing other than brakes LOL. Awsome cars. Before everything got all over engineered. Even pop up headlights and sunroofs work from factory LOL.
Take a magnet over the entire car though. Make sure the body is actually metal and not bondo. Bondo premotes rust by trapping moisture. As does paint if done in improper humidity. IE. cheapo paintjobs of the backyard veriety

That is a really nice car at the RIGHT price. Dont buy it if you plan on trying to flip it for some cash cause you wont get much more than that but if you had cash and wanted to find a clean 90-91 4WS lude with fairly low miles you would be hard pressed. I was looking for one a while ago and went with my 93 with a blown motor because I couldn't find a suitable 3rd gen. If you want a fun car to drive for a long time that is cheap to maintain then this is a very nice candidate.
I was offered 5500 dollars for my 91 3GP, it's in mint condition, Si interior and had a B20A.
Now the car is far from what it used to be and I know I will never get over 5k for her so I wont sell it.
In so cal, a mint 3rd gen will go from 2000-4000 dollars. A decent 3GP will go from 1000-2k and a beater... they'll pay you to haul it away.
