You get a pretty orange light on your dash.
You should have a plug laying around somewhere close to the EGR that isn't plugged in. H23s have EGR also. You just aren't looking hard enough.

It's mainly for emissions purposes, it cools the combustion a bit but lets in spent exhaust gases so it can hurt performance. It won't keep the engine from performing at full capacity.

You don't want to leave it unplugged or block it off unless you tune for it. Just getting will do more harm than good unless you tune it to compensate.
