Default b16 del sol not starting

hi, this is on behalf of a mate with no internet. he bought a b16 del sol a few weeks ago, it had a weird rattle be the dizzy. phone rang a couple days ago asking why it wont go over 3.5k revs so i told him to drive to mine to have a look, now it wont start. I checked the spark on the plugs and the spark seems real weak. his dizzy cap was a bit tired(and chewed) but i didnt think it was too bad but he changed it and the rotor arm. the shaft the rotor arm goes on has a couple mm play in it, which is what i think was making the noise. the dizzy seems to be getting a good spark(i got zapped lol) am i right in telling him he needs a new dizzy and is there a way to check what state its in???? oh and any other ideas what could be wrong???? thanks in advance
cheers
