Default 95 civic ex blinkers wont turn, fuse blows, local shops cant fix, any ideas?

ive got a 95 ex coupe, 5spd, and the blinkers wont turn on. it used to be if i turned on the right blinker the whole dash fuse blew but now i cant turn on either blinker but the dash doesnt blow anymore. a local shop tried to trouble shoot it and they replaced the relays but it didnt fix anything. i guess my next step would be replacing the whole switch assembly on the steering column but before i dig around a junk yard or search ebay for one and spend an afternoon replacing it, is there anything anyone can suggest? or is there a shop in the central new jersey area that specializes in chassis electronics that someone could suggest? i was thinking about just taking it to a honda dealer but i like my arms and legs. anything would be a big help.

what happened that started this happening?
accident? strong storms? winter?

so a fuse still blows or nothing happens now?

if the fuse blows it will be easier to locate. (sort of)
generally speaking, anything that pops fuses means too much load, in this case it has to be a short in the wire. I highly doubt that the switch will fix it.
Pull all of the bulbs (front and rear turn bulbs) then try to turn on the blinkers. If the fuse still pops then it's a wiring issue. If it doesn't you have a faulty bulb or socket, reinstall them one at a time till the fuse pops again.
Pull that bulb and try a different bulb in that location, if it still works then it's the bulb.
If it still pops then it's the socket.

If nothing happens and the fuses are fine, you'll need a volt meter and some time.
