2000 Civic SI No Power to ECU

2000 Civic SI No Power to ECU
I’m installing a Hondata S300 in a 2000 Civic SI but none of the connector pins for the ECU are reading 12 Volts; the pins were tested at the actual harness and not the adapter harness. I looked for ECU fuses but could not find any…any clues as to what might cause this?
