No they don't. The rotas are just painted, where as those Mugen M7's are gold plated.

Is there a way to get them to shine like that? Id assume then though it wouldnt matter what color I started with.

There's really no feasible way to get the same visual effect, without getting the wheels plated. You can get your rota's plated, though, but if I'm honest... why? They're just rota's.
lol Exactly, I wouldnt get rotas gold plated, thats stupid, like getting sneakers fitted by a nike designer.
Hmmmmm, there has to be a way, how does everyone else get those shinny blues and shinny reds.

Anodizing or plating is how you get that translucent color. You can get a similar effect with a polished wheel and Duplicolor's Metalcast product line... but it's not nearly as durable and effects/results will vary.
