Default Brakes 4 a newbie

Hey, i had a friend of mines dad change my pads yesterday, just the two front wheels. When i picked the car up today the squealing was completely going but my brakes aren't catching as soon as i hit them. Its kinda like i gotta push to pedal all the way down and it takes awhile for me to come to a complete stop.I pumped them and they got a little tighter. I asked and all he did was change the pads, wasn't he suppose to bleed them or put new fluid in? Its very unsafe for the brakes to have such a slow reaction time. Any help is appreciated .

There was actually a Honda Service Bulletin about this type of problem.
The rotors get "dished" in the centers and then the new pads don't seat to the rotor, and the new pads will flex slightly.
The rotors should be resurfaced.
