Default 94 Civic DX TDC Marks

I"m sure this has been answered before but couldn't find it. I'm putting the timing belt back on and the manual says to line the cam sprocket with the timing mark on the inside belt cover and to line the mark on the crank sprocket with the mark on the oil pump. When I do this the single line on the crank pully does not line up the TDC line on the timing belt cover. Should I make sure I'm lining the the single mark on the pully to the TDC mark on the cover or go by the sprocket and oil pump marks?

rotate the cam gear untill its at TDC, and then rotate the crank pulley untill it too is at TDC and then install the timing belt. Make sure you're using the t belt tensioner.
