Can these be restored?
What kind of damage is it?
I would like to say yes if the damage is just cosmetic.
But it looks like structural damage like a burn/melted or acid or something.

I would get the tires off and maybe take it to a place that does powdercoating/polishing. They could probably get the rims restored for you back to it's original condition.

more than the wheels are worth.
the damage to them looks purely cosmetic, so yes, they can be restored. i'd remove the tires, sand and polish them myself. your hands will get a working, but you'll have nice looking wheels.
