i would say a basic 57 trim garret turbo would be a nice choice if you dont want to spend a crazy amount of money and make the power you want. Also do u want to keep ac and power steering?? the type of turbo manifold your choose will be the deciding factor on if you can keep ac and ps. your also going to need injectors, fuel pump, bov, wastegate, intercooler and piping/clamps, oil feed/return, your oil pan tapped, and a downpipe.
Most people on here are going to say turbo, I myself am going with turbo and prefer that over na. You'll have no problems hitting 240hp safely on a properly tuned setup and with 4k you shouldn't have money issues either.

Edelbrock?
Edelbrock?
piece together your own turbo kit and buy greddy carb plaque.
take it off when it's time to smog.
my budget setup came around to 1,900. However I cheaped out on the downpipe and pipings.
