Default crank question

Its a Ls Block with p30 p25 over pistans, Ls rods z10 billit girdle, the short block is assembled within torque specs and when i try to rotate/spin the pulley by hand its tight is it normal for it to be tight if i was trying to spin it with my hand? The block had spun bearing # 3 and where replaced with standard acl bearings torqued to specs and i replaced the crank made sure it was straight and got it repolished. The head was not bolted on when i tried spinnig the pulley it was just the short block. One shop told me that it was bad and another shop told me that it was normal input is appreciated thanks

if the rods are not attached then it should spin free. if they are then it will have some resistance. is it alot.

With out the rods it was kind of hard to spin by hand... I plastigauged all the journals & they were .0015 on all of them.

Did you spin a rod bearing or main bearing. If you spun a main bearing was the crank replaced & was the block line honed? Also why did the bearing spin? Wrong clearences? Low oil?

Yes it did spin bearing #3, it was cause the shop that did my block had put the piston rings upside down & it would burn alot of oil.
