Do you know how many cylinders your car has?
Thats good to know the temp drops with A/C on, proves the fan motors are good.
Now will the fans cycle when the temp gauge is about 1/2 way, A/C off?
Is the coolant full?
Would you be able to do some simple tests with a test light or multi meter?

I'll be happy to look up more info if I can find out what engine/model you have.

its 4 cylinder 98 accord ex, and yes the fan doesnt turn on with the temp guage half up.

temp sensor=NO
fan relay=NO
fan motor=NO
coolant level =Always a good idea.
Post ****** jumping in with useless crap just to up their post count. Sheesh
YES You need to be sure the coolant level is full,
The Temp SENSOR has no effect as it is sending info to the ECU as to the head coolant temp.
Fan Relay the fans are running with the A/C on.
Fan motors fans are running with the A/C on.

Diagnostics;
There is a temp SWITCH Green wire/ Black wire at the T-stat cover housing that should turn on [continuity] when the temp of the coolant is 196-203 degrees F , more than 1/2 way of the temp guage.

You could also pull the plug from that Temp switch and jumper the connectors to make the fans turn on, key on engine running.

These simple checks will help to decide the problem or if further testing is needed.
