Wierd Blinking Cluster Lights

I have never seen anything like this before, hopefully somebody here will be able to help out!
This past weekend I was at a Solosport school, so I was basically lapping on Saturday and Sunday. Near the end of my day on Saturday, my cluster started blinking. The lights which blink are basically all the lights that light up when you put the key in the on position, before starting, with the exception of the oil light, since the car is running when it happens and there is oil pressure. The problem does not affect driveability what so ever, however I did notice the motor misses at idle ONLY. (Pulled the plug wires one by one and cyl # 3 made no difference in idle quality) Once on the gas, it revs smoothly, and still pulls nicely. I think both problems, the lights and the idle, are related seeing as they came about at the same time, but of course I could be wrong...
On Saturday, on my way home, it would only blink below 3500 RPM, and above 4000 RPM. In between there was nothing. Then, when I turned my fan to position 4, the lights would stay on. This would not happen with any other fan position, or any other accesory on, be it radio, wipers, washer squirters, hazards, blinkers, etc.
On Sunday, the fan didn't seem to affect the blinking anymore, however, at higher RPM, the blinking is longer. As in, lower RPM the lights come on and shut off rapidly, but then higher rpm the lights stay on a bit longer before going off again.
The lights go on SOLID at idle when I rev the motor above 4000 RPM today. I haven't driven it at all today, other than to move it on my driveway.
Setup:
1999 Honda Accord LX Coupe (Canadian model)
JDM F20B Motor, I/H/E (Basically and H22)
P28 ECU, tuned and chipped
External Coil distributer from Distributer King (5000 kms)
MSD Blaster SS Coil (5000 kms)
NGK Spark Plug Wires (5000 kms)
NGK V-power plugs (New)
I replaced the plugs, checked the wires for arcing, (Its cyl # 3 that missfires at idle), checked the rotor and cap, the rotor was loose, so I replaced it, problem persists. I also did a compression test, checks out fine across the board.
Any and all help/suggestions are appreciated. Thanks, and sorry for the novel. I just tried to be as precise as possible.

At first i thought that as well...I thought maybe the green plug had come loose, but usually you don't get the battery light when that happens. And if its the charge wire, then you do get just the battery light.
I should probably also specify that the CEL and Maintenance light do NOT blink.

While this is happening, if you put your turn signal on, does the tachometer needle bounce up and down in time with the flasher? If so, I had a loose wire to the alternator (the center lug with the brass nut) that caused that and all kinds of blinking lights. I tighted up on that post and the problem went away.
No, I tried all kinds of different accesories. Blinkers, wipers, fans, ac, heat, lights, high beam, cruise, pretty much anything on the dash...lol. Nothing seems to affect it anymore, and the tach never bounces.
