So my brother in law swaped out his 99 cluster for an si cluster, but the cluster lights don't turn on. The back lights work when we turn on the lights, so it's not the fuse box. So what is the problem? Any help would be appreciated.

its plug and play, theres no wiring needed.

check the dimmer. sounds retarded but some people forget about it.

 

I just learned that the cluster he had before also didn't light up. So any more ideas?

the fuse for the interior light and cluster works so it's not the fuse.

 

you gotta think for yourself.

theres only 3 reasons it wouldnt light.

fuse.
dimmer.
wiring.

eliminated the first two, (you did check the dimmer right?) so youre left with wiring.
