i have a bulit b16 head with up graded valve train but i don't think the cam cap match. i put gsr cam in the head put the head to gather but can't turn the cams to set the timing is this normal 4 upgraded valve train.

 

Is it already bolted to the block?

 

yes but it's all on the engine stand.
