Default f23 same as f22

i have a 1990 Honda accord and i need to replace my head gasket and timing belt and i figured since my head was gonna be off i wanted to put a new head on(i think there is a ticking in mine.) i have a good deal on a f23 head. would it bolt on to my block? and could i use a 1994 f22 vtec ecu on it so i don't have to convert to obd-II? also is there a way to use my old ecu and make it work?

You may have a few minor wiring issues (not sure) but yes you should be able to do it with the parts you have.
