Need help how to remove dash board panel for 98-EX civic

Need help how to remove dash board panel for 98-EX civic
I already removed the 2 screws on top but i cannot pull out the plaster cover. The bottom part won't move. Anyway how to remove? I planned to change some of the bulbs inside.
