That's pretty difficult to do, especially if you're not going to sand it. And even if you did manage to get the paint off, there is no guarantee that the previous owner didn't sand down the metal to begin with to prep the wheels for paint.

The next best thing you could do is strip the paint then after that is to polish, powdercoat or paint the wheels again. It's probably not worth the trouble to get the machined look back on those wheels.

Unless you had access to a mill designed for resurfacing wheels, I would say that it's not really all that possible. The original finish on those wheels, is a machined finish, which takes specialty equipment.

There are places that dip metal in chemical strippers to remove paint. There is an outfit in Porltland that does it and most of their business is cleaning car parts and chassis down to metal so they parts can be completely refinished. If your wheels were painted without the machined surface being sanded down you would end up with wheels that could be clear coated to pretty close to the OEM look. I think some states have shut down open bath caistic pools so you may not have a reasonable option where you live fo that service. If you do not mind dealing with paint strippers you can try top do it yourself. I find wheels pretty hard to strip myself and the toxic disaster in the driveway is a bummer. The new citrus strippers work pretty good and are far less evil, but it might take a few cycles...
