Default 1993 si No Power

Alright, my friend bought a 1993 civic si that ran fine for a week then parked it, came back and it wouldnt start, it cranks, gets fuel, but no spark, so i told the kid to check or change the ignition coil, so i came back to him 2 weeks later to ask him if he got it running, he said no and sold it to me for $100, thinking i just got a steal sence it has a sohc ZC in it off tiger japanese, i got it to my apartment to get it running, i find the battery to be dead so i take my battery out of my other civic and put it on that car to find that the whole car has no power, anywhere. So i asked the kid what he did in the time it was cranking to a month later that nothing in the whole car works, he said he changed the main relay and some **** witht he dizzy, so i took a dizzy i know works, installed it, replaced the engine bay harness with a new 1 seeing the 1 in it was rewired like a ho and then worked on the no power problem itself by checking the grounds to the battery, all the grounds are fine with no resistance and gronds the positive lead fine on the fluke meter. except the tranny to chassis ground which was corroded to crap so i replaced it, but still no power anywhere. Can anyone point me in the direction of how to trace the powerflow from the ignition itself so on, the thing gets absolutly 0 power to anything,t he dome light wont even turn on. Any help would be much appreciated.

if the dome is inop, thent he problem is before the ignition, check form the battery tot he fuse box, and or to other main components. i dunno if there is a fusable link within a cable or anythig, here is a good example, check for power at the alternator on the thick cable, if it doesnt, then the problem is after the battery, like within a cable or the fusebox. if the box shows 12v in, checkit with a test light to see if it can oass cureent, this will help you know if you have a cracked cable or not.

I checked from the positive batter lead to the fuse box in the engine bay where the wire goes from the battery and bolts into the inlet for the box and i dont have any voltage at the inlet with the key on acessorrys but theres no open in the wire that connects the 2 so it should be a problem underneath the steering column box?

Would either of the 15A fuses in the box make it have no power tot he whole car?
I found hte diagram for the box, its # 12 & 23 on 1992-95 box diagram

Any idea where i should start tracing power flow? I would start at the ignition but seeing the dome light wont turn on ide figure were talking something major im overlooking, all grounds are good in the engine bay.
