so i need a new carburetor for my 81 civic....and i was advised to get a 32/36 weber carb....but is that carb legal in arizona????? thanks in advance.....
No, it's not CARB legal, and will not pass visual inspection at any emissions testing place. And unless you really know how to tune them, they will not pass the sniffer test.
Best bet is to try to score a rebuilt OEM carb for that car. They are around.

It is state by state, and in some states, county by county. The car may be old enough in some states to be able to get around emissions. Where I live, we have no emissions testing, so I've got a 32/36 on my '81 Accord and a 38 on my '84 Accord and header and of course all the emissions stuff has been removed. But if I were to move about 20 miles north from Olympia to Tacoma, I'd be screwed.
It definitely results in a much better, easier to work on car...
