94-97 vs 98-01 Front Bumper
It should be - but make sure you get the 98+ brackets and headlights too.

Fenders are all the same for GenIII USDM Integra's. No exceptions to this rule.
For a '98+ front-end conversion you need:
(1) bumper cover
(1 set) left & right headlight assemblies
(1 set) left & right bumper lenses
(1 set) left & right bumper lense brackets
Here's the difference in bumper lense brackets.

I've also seen two different kinds of '98+ bumper lense brackets too, but both fit just fine.

no, the bumper opening is shaped differently... however I have seen a 98+ OEM front lip on a 94-97 but it required some body work.
