High idle + aftermarket VTEC controller

After a lot of times driving to the gas station, I've been noticing my car has been getting poor gas mileage, 13-15mpg. And my tachometer has been reading well over 1000-1100rpms, constantly. And I know I should be idling in the range of 650-700rpms at idle. I have an aftermarket SAFC Vtec controller, but it has been turned off for awhile. The car was bought used/fixed up (I know, big mistake), so I was wondering if just by removing the vtec controller would be enough? or what else would I need to go about fixing my gas mileage issue.

SAFC is not a vtec controller, VAFC is a vtec controller, and how is it turned off? unpluged all the way and wires connceted back to place, or was in plug and play harness? what year is ur car, whats ur mileage, what mods u have, do u hit vtec a lot?

oops...there goes my knowledge or lack thereof, the SAFC unit is turned off, however, all the plugs/wires are still intact and connected. mileage is 95,XXX, engine mods: NGK sparkplugs and wires, aftermarket intake, i hit vtec sporadically; a few times a month i would guess. before when the SAFC unit was on, all you had to do was touch it and it would cause my car to sputter and die out, it was some [freak]ed up ****.
