where can i get c16 from?

where can i get c16 from?
Does anyone know where in the VA area i can get c16 from? i called VP distribution center and they want 150 to ship + cost of fuel. All the shops around my area only carry sunoco 116. Does anyone know anywhere that i can get or carries c16? thanks
