Default buying used Honda ruckus: is registering same like a car?

im new to this whole bike/scooter thing. i was wondering, is registering for a bike somewhat the same process of registering a car? i am buying this used for (2005 with 900 miles for around $1500). like i still need a title and stickers? and plates...just like a car, right? and i believe 50cc bikes do not need a license to drive.

Motor vehicle that can be used on the road? Most likely you'll need a plate and sticker. Did you check your state's Department of Motor Vehicles website?

It depends on the state. Some you have to register them, some you don't. Some states restrict 49 cc machines to 30 mph.

Here is a pic of a Zuma that didn't require normal plates.

My Zuma is registered just like any other bike in my state.

Even in states where there is a under 30mph moped class of vehicles, you can't always just go register a 50cc vehicle as a moped. If it goes over 30, it doesn't matter in CA that its 49cc, its still not a moped. Thats why for example theres two different spec Honda Metropolitans, one is a restricted moped legal version, one goes fast(er).

Edit:

Here's the CA definition of a moped:

...any two or three wheeled device having fully operative pedals for propulsion by human power, or having no pedals if powered solely by electrical energy, has an automatic transmission, and a motor which produces less than 2 gross brake horespower and is capable of propelling the device at a maximum speed of not more than 30 miles per hour on level ground.

So it has to be auto, <2hp, <30mph.
