if everything is setup correctly it will pass smog #'s, but the ls/vtec will not pass the visual inspection. so if the smog tech knows whats he looking at it'll fail the inspection overall. you can probably get away with it with some techs.

you have a gsr head and an ls short block.
long block= block &head
short block=just block

If you have an ls block and a vtec head (i.e. gsr, itr, b16 head) that constitutes an lsvtec, therefore you have an lsvtec.

You do know that you will have to do some modifications to use the gsr head on the LS block right? It won't just instantly bolt right onto the block as is. Do you already have an LSVtec kit? If not, I suggest a Golden Eagle kit

LS/Vtec is not a straight bolt on, you can't just swap the heads and go
you will need to wire the Vtec wire/knock sensor if you have, crank sensor on OBD2s

then LS/Vtec kit (GoldenEagle ect...) if you done it right and hide the wires properly i dont' see why wouldn't you pass the smog.
