Well for starters it would be nice to know what your budget, intended use for the car, mechanical skill level, available tools, available tuning, etc, etc. are, then we can helppppppppppppppppp!

Realistically, the easiest way is light turbo on your stock B18C1. You will need to swap the ECU for an OBDI unit and have it tuned. My car is not turbo, so I will point you to the forced induction forum.
You could do this all motor, but the cost and labor will be higher. Think pistons, cams, upgraded valve train, ported and polished head, header, exhaust, transmission, ECU swap and tune, etc.

sure u can....to run 13 u dont have to go turbo....a good all motor setup would get you there.....i would recommend all motor....a turbo setup will need your constant attention if not done right....considering your block is in good condition build you head u know cams spring retainers valves the works, get a b16 tranny, intake, headers, 2.5 exhaus piping, injectors, msd, chipped computer, and you should be seeing 13's....

First of all KarlSeries, if you truely intend on doing this yourself and learning the things you need to become more skilled mechanically.
DO NOT BUY ANYTHING RIGHT NOW.
I would suggest doing TONS and TONS of research. Learn how an engine works, learn how an entire car works. Once you KNOW how these things are then, work on smaller projects and build up until you truely feel comfortable doing the very very large task of building an engine.
Right now none of us can help you other than to say RESEARCH. use the SEARCH button.

With 10-12K you can buy a used car already modded hitting 13's
Or purchase a honda/acura performance book, use our search feature, research and read up as much as you can before you buy your parts, then PLAN, PLAN, PLAN out a solid build with the right combination of parts for your desired goals. With cams, headwork, higher CR pistons, short geared tranny, and the right combo of bolt ons, 13's are well w/in your grasps

the question is...will 13's satasify you?? trust me man once you are there you will want to go faster!!! you could probably spend less and be faster if you were to turbo it....12's all day on street tires depending on what your hp level is at...ie im at about 315whp on the stock motor and i can run 12.8-12.9's all day long on street tires...been on this setup for about 12k miles now and the compression on the stock 154k motor is 225 across the board with a 1% leakdown test (sp)?...oo and i race the car every weekend and DD it 50 miles a day...
if you want all motor then thats cool...a nasty NA car will own street light to street light!!!
oo and you have a PM...

KarlSeries, let me tip you off on the absolute best thing to do. There are lots of DIY's around for rebuilding a B-series engine. C-speeed.com comes to mind.
Keep looking around and do yourself this one major favor, anytime you come across an extremely detailed DIY with pics that you like, SAVE IT
It can not be overemphsized how often linked pics go down or how often websites lose info or cease to exist altogether.
Go to file, click on save as, make sure that whatever you name it, you save type as 'webpage, complete'. It's a pain in the a** for websites that use thumbnails ( because you have to individually click and save each bigger picture ) or for multiple pages like how team-integra posts their DIY's.
I haven't rebuilt a block but as long as you are good at follow directions and have a detailed DIY, it shouldn't be too hard. Just expect to spend something around 2x to 3x longer doing it.
I'm still hella mad that In Vtec never got back to me about his transmission overhaul pics that got taken down. My collection would be 100% complete
