The clock was available in several overseas market. It's often referred to as the "JDM amber clock" but it didn't just come from Japan and it didn't just come in amber. It also came in white and the greenish color our stock interiors come in (so I hear). Mine is from Europe.
Before anyone asks, no, it does not just plug into our US harness. You will need to wire it into your radio harness.
The block off plate is available from Honda as a part for a '96-'98 CX hatch.

I don't get what you mean by this. I could remove my climate control and the clock still works. I also have a block off plate with the clock and the clock still works.

Which would be like me remarking in here that the clock wouldn't work unless you had a Civic anyway. Which would be redundant and make no sense in the context of it being in this section. Him saying it won't work without the '96-'98 climate control isn't needed to be mentioned since it's a big DUH. You can see in the photo exactly how it fits and that it's for a '96-'98.
