Default power steering

im taking the ps off my 94 civic. how do i keep the rack and pinion working properly

it's not a good idea. ps racks need ps fluid circulating through it. if you want to remove ps switch to a manual rack ( like cx rack )

what if i put a hose from the outs to the in on the rack to keep fluid in and not leak out

so the cx version has a manual rack. do i need the whole assembly

yep, two bolts on the sub frame, end links, and a stud with a splined end, savage price would probably be like 90$. and make sure the boots are in good shape.
