You cant get mugen parts unless you have a mugen. You might be able to get some parts through 8thcivic.com
I know you can get the rims for sure but I dont know about the body kit let alone the whole kit.
Just get the HFP under spoilers and side skirts. You can do the whole thing for under 1500 (Not including instalation). Then you can get the Mugen wing if you can find one or the replica and get some migen rims 2.

A little over the top IMO. Stick with the HFP kit

If you really like the look of the mugen kit, all you need to do is go to a honda dealer and tell them you own a mugen civic si and you got into an accident and would like to order replacement pieces (i.e. the mugen kit pieces) for your car. Tell them that you are going to install them yourself and you can't bring the car in since its not drivable.
I've done this when I owned a 2002 VW Gti and wanted the ground effects look of the 20th anniversary Gti. They wouldn't sell me the parts the first time cuz I told them I didn't own an anniversary model. But the second time I told about the above mentioned (fake) accident I had and they had no problem selling me the pieces.
Just try that and see if it works. G/L

or tell them your are pricing replacement parts for you insurance adjuster because all your mugen parts were stolen....it may be more believable.

As for the real Mugen kit and Honda dealers. 8thcivic.com members have posted that they are checking vin numbers. http://www.hondaautomotiveparts.com/ also asks for the vin.

just an fyi there are 2 mugen lip kits out there for the sedan. one that they make specifically for the usdm mugen si and one that is available to anyone that has the dough. also you need a vin # to actually order the mugen si parts from honda.
cant you use any mugen si vin heres a few I found on ebay

2HGFA55518H701048
I'm sure the replacement part site doesnt track the owner down by name and address through vin numbers
