my car barely passed emissions and failed smog because of ignition timing is off and fuel cap is disfunctional (almost every smog this happens)

so a couple friends and I looked at the motor and the crankshaft pulley seems to be slipping and causing the timing to be off

if i order a new one from honda it's gonna run $400-450, does anyone know if there are any cheaper after market ones that look the same as OEM? i'm a full time student so i kinda have a budget
