Default AIT causing idle problems

hey guys, i DID search but i came up with nothing. i believe something is wrong with my iat. the car is a '91 hatch with a b18a1 swap. when the car is at an idle the rpms bouce from about 500 to when the car is JUST running. when i rev it up a bit the rpms go up and when they come back down they go to like 300 and the car chugs and struggles to stay running. then it seems like it is trying to correct the rpms and starts bouncing again. i have no check engine light or computer codes but when i got out and unplug the iat NOTHING changes in the way the car runs. i cleaned the contacts, i pulled the sensor and cleaned that too. i also pit one in from the old d15 (they are the same) and still nothing. ive reset the computer a lot and with every change i make. after reseting the computer, it runs just fine on the first startup but when i shut it of, turn it back on, it runs weird again. thanks for reading this, any help will be appreciated!
