Default Help: Changing Pads

Thought this was going to be fairly easy, but have run into a snag right off the start. I cannot get the bolt loosened on the front caliper to swivel it up. I can turn the bolt tight and loose between a certain distance - but after a point it won't turn any more... it looks there is a piece that turns behind the bolt that has some flat edges that is getting stuck on something...??

Any suggestions?
