Sluggish and using a ton of gas...

So the 94 Integra RS I got for the wife has got some problems. She just filled up yesterday and it's already at 1/2 tank, after putting less than 100 miles on it (she didn't keep track so I don't know the exact mileage). It's also pretty sluggish...I thought the LS had at least a LITTLE pep. I did a tune up on it last weekend (fuel filter, plugs/wires, cap, rotor, air filter) and I guess it didn't help.
I'm wondering if it's out of time. Would that cause it to be sluggish and using excessive gas? You guys have any other ideas to check? BTW, it's not throwing any codes. I know how to check ignition timing with a timing light, which I plan to do this weekend, but am not sure how to check cam timing. Anyone have any how-to's on that? I just hope the damn thing isn't off a tooth or didn't break a timing belt in it's previous life and just get one replaced.

This is for a VTEC engine, but the cam timing is quite similar.

Do you smell gas? Have you looked for leaks? Look all around the filter, fuel rail, injectors and return line. Does the CEL come on when you first turn the key to ON position? I wonder if whoever sold it to you might have removed the bulb... You'd probably throw a code if something is THAT wrong.

We don't smell any gas. I thought there may have been a small leak or something from changing the fuel filter, but there isn't. I've let run, let it run when at operating temp, and no leaks or smell of gas.
I believe the light does flash on with all the other accessories when you start the car. The people I bought it from weren't real huge car people, so I doubt they knew how to even get to the bulb. Possible though I guess.
