ELD code: Swapped ECUs and EEPROMS

Default ELD code: Swapped ECUs and EEPROMS

I've read damn near every ELD post (100+) on here but can't find a similar problem to mine.

I have a 94 del Sol Si with OBD1 converted B16A2. It has a chipped P28.

I also have a 95 Civic 4dr LX with a OBD1 B18C1. It also has a chipped P28, but an auto one. Being auto I had the lockout code 19.

Anyway, I took the manual chipped p28 out of my del sol and put it in my civic, swapping the EEPROMs of course. Checking the MIL, I got a new code, 20 ELD. How can this happen?

1) I didn't have ELD code in my del Sol which is where the manual p28 was in.

2) I didn't have ELD code in the Civic with the auto p28.

So, since the ELD can be turned off in the programming, when I took my GSR EEPROM out of the auto p28 and put it in the manual P28 and hooked it up in my civic with the GSR, why did this new code pop up?
