Replace Engine Coolant

Hello,
I have a 2002 Honda Civic EX, and I am wondering how often should I Replace Engine Coolant? 30K, 60K, 90K? Cost should be around $70, right?

I would do it every 30k, but I typically do it myself anyways.

How come standard 2002 civic maintenance list has it only service at 110K?

Because under normal circumstances, that is sufficient. I don't follow the normal, though.
