Why do I get streaks after wash/clean/polish/wax???

Default Why do I get streaks after wash/clean/polish/wax???

Alright, I washed my 99 Civic Dx yesterday...flamenco black pearl paint. In the past I have had problems with streaking on the hood after I wash/clean the paint/polish/wax, so I decided to give it another try with brand new 100% cotton towels, and some Meguiars step 2 polish instead of the regular Imperial Hand Glaze I use.

I used Meguiars soap to wash with a Detailer's choice wash mitt, then to clean the paint I used Meguiar's scratchX, which usually seems to work well - yesterday, however, it seemed to get harder and harder to remove evenly.

Then, after the scratchX, I used the Meguiar's crystal system step 2 polish, and to finish up I waxed wtih Blitz wax.

Why the hell do I still end up wtih streaks of unremovable product on my hood? Could it be that I did not wash the brand new towels? The very very humid conditions of yesterday? The application method I used(TurtleWax foam pads)? What is it? Give me some tips, guys.

Are you doing it in the sun...all black cars get like that...my truck was in the garage a whole week (didn't move it) before I waxed her...I still got them...but i took a soft rag (damp) and i smooth rubbed her out....like polishing boots for you military type. hope that helps.
