Default New Wheel = Hoovering Sound?

guys I went from a 14 inch tire and steelies into 15 inch tire/rim today and after i drive around, i hear a hoovering sound. It seems like when im braking at 15 mph the noise is low but when driving at 45mph or so the noise is higher. (ITs not making noise when i accelator only, but makes the noise when the car is moving). What is the problem?

Its a 98 civic hatchback btw

it depends on how quiet the tire is and how much road noise it creates.
