First thing to try, with the car running but parked, turn on a/c and see if both fans are running, since they should kick on when you trun the a/c on. stock prelude cooling systems work rather well from what Ive seen, so the fan wont turn on much when the car is moving or such, I only notice mine kick on when I am idling in traffic in heat, or after a long hard drive it kicks on for a second when I turn the car off. And I run a stock civic half-rad on my h22.

all right from what you say i guess mine is pretty much fine then,

but the fan will kick in when its off, even after i dont drive it very hard, or even that long and stays on for like a minute or 2 ? , is that still okay...

Yeah thats perfectly fine, it may even do that, stop, then kick back on real quick a few minutes later. What happens is the fan sensor has some coolant close that has to cool down to temp, and without moving through the engine, it just cools a lil slower, and sits in the same spot, no big deal unless your temp gauge is showing that your overheating.
