Sorry for the post in Tech/Misc not sure if it should have been there or here

Hi I hope I can get some help with where to start with my engine problems after a rebuild. For starters
H22A
New Rungs
Rod and Main bearings
Water pump
Valve seals
ARP Studs
OEM Headgasket
and all the other misc things replaced in a rebuild

It was my first rebuild but to the best of my knowledge did everything correctly. Plastigauged, everything torqued correctly

Heres the problem, after cranking to prime the oil pump I started it up and it fired up right away. It ran with no problems but smokes white smoke constantly. Even after you turn the engine of you can see a fog coming from the exhaust for 5-10 seconds.

i figured if it was coolant and thought maybe a compression test would reveal something.

1-2-3 spark plus looked normal, a little black but i had oil in the cylinders before startup.
4 was new, it was firing on 4 at all. The plug was literally like out of the package.

I popped of the header next and nothing was really wet but can see how 4 was not firing at all but there is also liquid coming out of the exhaust like crazy. All the way back to the muffler and by the looks of it i dont think it was coming from 1,2, 3 because they were all normal dry carbon colored.

So where do i start? It would make sense if it was fuel being pushed put the exhaust and burning wouldnt it? but it it pure white.
Where do you think I should start looking before rip the head of
