I would leave them as-is, and just use them as daily/winter wheels.

that's what i want to do . I know there not the nicest , but i figure if i just refresh them a little , they'd be alot better looking than they are now . Plus it would be a good way to kill an afternoon I just want to know how id go about stripping them ? I was just gonna use a primer and duplicolour wheel paint to finish them off .

must be one very long afternoon, lol

use aircraft paint stripper, most automotive or hardware store will have this, use it to remove the paint, clean it all really good, sand down what needs to be smoothed out and go nuts with your paint, lol
