Default Won't rev past 3000rpm

I have a 95 civic ex coupe. The motor went bad on me so i swapped out the motor and dropped in another 95 civic ex motor. The new motor I got the intake manifold was taken off so i had to get new gaskets for it before I put the manifold back on. The motor was a running motor and when I got the swap done the engine started up fine but it won't rev past 3000rpm. We first thought there was an air leak in the intake manifold but we checked that and there was no leak. Anyone has any ideas or suggestions?

yea ecu mite have gone to limp mode. i say swap ecus from another running car also check all grounds. it happen to me a couple weeks ago i had loose wiring on my distribuertor whioch dent let me rev up only around 2500 sounded like i was 2 steppin dat was on a h22
