jacked this picture from a fellow member on here. Hope he doesn't mind

I need to know the name of the black cover behind the pedals. I'm trying to pull these out without pulling the dash out. But no luck so far. I tried cutting it but there's so much in there i have to cut out.

Also if i DO have to take the dash out, do i have to loosen the steering wheel column?
