I just had this same problem and I popped the hood by removing the front bumper and reaching up in there to the latch. Wasnt fun but I got it open and replaced the cable today which wasnt fun either.

How do you remove the front bumper, while the hood is close? And if by some odd chance you did remove it, I guess hacking it? how do you get your hands to get to the latch?
Let me save you some trouble next time, if your cable for some odd reason gets disconnected again, just remove your bumper lights, remove the (2) screw bolts on the side of the bumper just under the corner lights, finally remove the (2) 10mm bolts thats visible after removing the lights each side. Now you should be able to just pull your bumper off with your bumper support attach still. Lock the latch, get a phillips screwdriver and flip the latch, and whaaalaaa hood is popped.
Much easier process and you don't have to waste time putting your hands in an area of your car its not suppose to fit or be. Oh and it only takes less then 5 mins. GL
